Mumbai after midnight: what's actually open

Since October 2025, you can legally buy groceries, watch a film or sit down to dinner at 4 am anywhere in Maharashtra.

You can't buy a beer. And there are no local trains.

That's Mumbai after midnight, as the rules see it. The city that famously never sleeps, with a three-hour nap it doesn't talk about.

Is Mumbai open 24 hours?

More than it used to be. Since a state circular of 1 October 2025, shops, restaurants, hotels, theatres and entertainment places across Maharashtra can stay open round the clock, as long as each worker gets 24 straight hours off a week. What can't: wine shops, beer bars, permit rooms, dance bars, hookah parlours and discos. They still close on excise hours.

When did "Mumbai 24x7" start?

On 27 January 2020. The state let malls, multiplexes and eateries in designated non-residential areas of Mumbai stay open all night. Aaditya Thackeray, who pushed it, was careful with the name: "Mumbai nightlife may not be the correct description, we can call it Mumbai 24x7."

Bars stayed out of it. So did most of the city, in practice.

Why did Maharashtra need another order in 2025?

Because the first one kept being ignored. Businesses complained that police and local authorities were still forcing them to shut at night. So on 1 October 2025, the Industries, Energy, Labour and Mining Department put it in writing again, this time statewide: shops and establishments may run 24x7.

Being allowed to stay open and being left alone to stay open turned out to be two different things.

What time do bars close in Mumbai?

As last widely reported, permit rooms and bars close at 1:30 am and wine shops at 10:30 pm, with extensions on a few nights like Christmas Eve and New Year's Eve. Those timings are from 2022, so check before you plan around them.

So the bar closes at 1:30. The restaurant next door doesn't have to. You technically needed a permit for the bar anyway.

When do Mumbai locals stop running?

Roughly 1 am to 4 am. The suburban network runs about 2,342 services a day and, in 2022-23, carried around 6.2 million people daily. And then, for about three hours, it stops.

Which is why the real Mumbai late night is taxis, bikes, walking, and whoever's still awake with a car.

Where does Mumbai actually eat after midnight?

A few places have been doing this longer than any circular.

Bademiya, Colaba. Started in 1946 by Mohammad Yaseen, who'd come to Bombay from Bijnor at 13. His guru gave him ₹20 to set up a late-night counter behind the Taj, for the naval officers living nearby. It helped make the seekh kebab a Mumbai thing.

Mohammed Ali Road, in Ramzan. Stalls around Minara Masjid run from after sunset until sehri before dawn. Malpua, firni, nalli nihari. Noor Mohammadi Hotel has been there since 1923, and M.F. Husain once sketched on its wall.

Bachelorr's, Chowpatty. The late-night counter by Marine Drive famous for green chilli ice cream. Yes, really. Yes, people order it.

So what's Mumbai at 3 am actually like?

Emptier than you'd think and louder than you'd expect. A kaali-peeli idling outside a closed shutter. A chai stall that's technically allowed to be open now. Someone walking home along the sea face because there's no train and it's nice out.

Nobody photographs it. It's still one of the best hours in the city.
