Can you carry a bottle from Goa to Mumbai?

On 23 September 2026, Maharashtra's excise department had a busy day.

On the Mumbai-Goa highway, at Kemburli in Raigad, they stopped a 12-wheeler carrying 1,480 boxes of Goa-made whisky worth ₹1.49 crore. The same day at Thane station, a railway attendant stepped off the Mangaluru Express with two bags holding 61 bottles of Goa liquor.

Both were arrested under the same 1949 law. One had a truck. One had two bags. The rule doesn't care much about the difference.

Can you carry alcohol from Goa to Mumbai?

By road, Maharashtra's position has been: not even one bottle. In October 2022, the state's excise minister, Shambhuraj Desai, reportedly said no Goa liquor could be carried in by road at all, and told officials to go after repeat offenders under the organised-crime law, MCOCA.

Goa liquor is cheaper, which is the whole problem. The same 2022 report put Maharashtra's prices 35 to 40% above Goa's. Here's why prices differ that much.

How many bottles can you take out of Goa?

Goa's own excise department publishes a list of how much you can take to other states without a transport permit. Some of it:

  • Delhi: one 750 ml bottle
  • Punjab: two
  • Rajasthan: two
  • Daman and Diu: two
  • Himachal Pradesh: one bottle of Indian-made liquor and one of country liquor
  • Odisha, Madhya Pradesh: one each
  • Kerala: a half pint

Maharashtra isn't on the list. Make of that what you will.

What about carrying a bottle on the Delhi Metro?

In 2023 the Delhi Metro said passengers could carry two sealed bottles. In 2024 the excise department objected, because across state lines the rule is one. The Metro's final word was that "the excise rules of the particular state prevail". Which is a very polite way of saying: not our problem, but it might be yours.

What happens at the Karnataka border?

The same thing, usually in a bus. In February 2021, officials at the Kankumbi check post near Belagavi found 684 bottles of Goa-made liquor, about 513 litres, inside an air-conditioned bus. It was being resold online.

Can you take alcohol into Gujarat or Bihar?

No. Both are dry states, and carrying alcohol in is the kind of mistake people make once.

Bihar is the one that catches travellers. Since prohibition began in 2016, the state's own figures put arrests at more than 16 lakh by the end of 2025. In September 2026 alone, police found liquor worth about ₹1.5 lakh in an AC First Class coach of a Delhi-Darbhanga train, and arrested a woman at Patna Junction who was allegedly being paid ₹2,000 a trip to carry bottles in from Varanasi.

So what's the rule, simply?

There isn't one simple rule. There are about thirty, one per state, and the state you're entering is the one that counts. When in doubt, the bottle stays where you bought it.

A 12-wheeler and two bags, and both land under the same section of the same 1949 law. That's the part we keep thinking about.
